TL;DR

Claude Pro (which includes Claude Code, $17 a month billed annually) and Devin Desktop Pro, formerly Windsurf, both cost $20 a month. Cursor now starts at $8 for Plus, which runs only Cursor's own models; Premium at $30 adds Claude, GPT and Gemini, billed at API list price on top[1][2][3][6]. Cursor and Devin Desktop are AI-native editors with free plans; Claude Code is a coding agent that comes with paid Claude plans and draws on their usage limits.

For heavy use, Cursor goes to Super at $100 and Ultra at $200, Claude Code to Max at $100 or $200 (with matching API credits), and Devin Desktop to Max at $200. Prices verified on each vendor's page on 2026-10-19.

These three are not the same kind of product. Cursor and Devin Desktop are AI-native editors you open instead of VS Code; Claude Code is an agent that runs in your terminal, desktop app or existing editor. Comparing them on the sticker misses the point, because each plan buys work through a different meter. This page puts the verified prices side by side and explains what each entry plan buys. For Cursor's full usage math, see Cursor pricing 2026.

1. Headline prices and free tiers

Prices verified against each vendor's pricing page on 2026-10-19, monthly billing.

ToolFreeEntry paidHeavy tier
CursorFree $0 (limited)[1]Plus $8/mo (own models only); Premium $30/mo[1]Super $100; Ultra $200[1]
Claude CodeNot on Free[4]Claude Pro $20/mo ($17 annually)[3]Max 5x $100; Max 20x $200[3]
Windsurf (Devin Desktop)Free plan[6]Pro $20/mo[6]Max $200/mo[6]

Cursor and Devin Desktop offer free plans, so a low-volume developer can start at $0; Claude Code needs at least Claude Pro[4]. Cursor's Plus is the cheapest paid plan here, but it cannot use third-party models[2]. Above the entry tier the ladders diverge, which is where heavy users feel the difference.

2. Three different billing models

The entry prices hide three different meters:

  • Cursor includes a weekly pool for its own models (Grok and Composer), shared with Grok's apps. Third-party models such as Claude, GPT and Gemini are not in the pool: on Premium and above they bill at API list price from prepaid credit[2].
  • Claude Code draws on your Claude plan's usage limits. There is no separate Claude Code price; you can add usage credits to keep working past a limit, and on the Claude Console usage is billed per token instead[5].
  • Devin Desktop (formerly Windsurf) meters agent work against each plan's quota, with a light quota on Free and higher caps on Pro and Max[6].

So the entry plan buys a pool of Cursor's own models on Cursor, a slice of the Claude plan allowance on Claude Code, and an agent quota that includes frontier models on Devin Desktop. On Cursor a Claude-heavy workflow adds a usage bill on top of the subscription; on the other two it drains the plan's allowance faster. Model your real call pattern, not the sticker.

3. How Claude Code billing works

Claude Code is the odd one out because it is not sold as its own subscription. It is included in Claude Pro ($20 a month, or $17 billed annually), Max 5x ($100) and Max 20x ($200), and the Max plans now include $100 or $200 a month of API credits[3]. Usage counts against the same limits as the rest of your Claude use on that plan.

For teams, Claude Code runs on Team and Enterprise seats, which draw on each member's seat allowance, or on the Claude Console and cloud providers, which bill per token[5]. For most solo developers, Pro is the entry point, stepping up to Max when the Pro allowance runs short. The planning question is how many long agent sessions you run a month, not a per-seat editor fee.

4. Heavy-usage tiers

ToolEntryMidTop
CursorPremium $30[1]Super $100[1]Ultra $200[1]
Claude CodePro $20[3]Max 5x $100[3]Max 20x $200[3]
Devin DesktopPro $20[6]—Max $200[6]

The ladders matter for anyone who codes with AI all day. Cursor and Claude Code both have a $100 middle step before $200; Devin Desktop jumps from $20 straight to $200. Cursor's tiers scale only the pool for its own models, so third-party usage stays a separate bill at every tier[2]. 5. Decision guidance

  • Want a full AI-native editor: Devin Desktop Pro at $20 includes frontier models in its quota; Cursor Plus at $8 if Cursor's own models are enough, or Premium at $30 plus API-priced usage for Claude and GPT.
  • Prefer your existing editor plus an agent: Claude Code via Claude Pro at $20, or $17 a month billed annually.
  • Heavy daily AI coding: Cursor Super $100 or Ultra $200, Devin Desktop Max $200, or Claude Max at $100 or $200, by tool preference.
  • A team that wants per-token billing: Claude Code on the Claude Console instead of individual subscriptions.
  • Just evaluating: Cursor and Devin Desktop have free plans; Claude Code starts with Claude Pro.

Frequently asked questions

Is Claude Code free or does it cost extra?

Claude Code is included with paid Claude plans rather than sold separately: Claude Pro at $20 a month ($17 a month billed annually), Max 5x at $100 and Max 20x at $200. The Free plan does not include it. Usage draws on your plan's limits, and Max plans now also include $100 or $200 a month of API credits. Teams can instead use the Claude Console, where Claude Code usage is billed per token. Prices verified on claude.com on 2026-10-11.

Which is cheapest: Cursor, Claude Code, or Windsurf?

The cheapest paid plan is Cursor Plus at $8 a month, but it runs only Cursor's own models. To code with frontier models from Anthropic, OpenAI or Google, Claude Pro (which includes Claude Code) and Devin Desktop Pro (formerly Windsurf) both cost $20 a month, and Claude Pro drops to $17 a month on annual billing. Cursor needs Premium at $30 a month for those models, and bills their tokens at API list price on top. Cursor and Devin Desktop have free plans; Claude Code does not.

Can I use Claude Code without an editor like Cursor or Windsurf?

Yes. Claude Code runs in the terminal, as a desktop app, on the web and as extensions for VS Code and JetBrains, and Anthropic lists extensions that also work inside Cursor and Devin Desktop. Cursor and Devin Desktop are AI-native editors you open instead of VS Code. Many developers pair Claude Code with whichever editor they already use rather than switching editors.

What happened to Windsurf?

Cognition relaunched the Windsurf editor as Devin Desktop on June 2, 2026, carrying existing plans and pricing over. Its current plans are Free, Pro at $20 a month, Max at $200 a month and Teams at $80 a month plus $40 per full developer seat.
